    To accept non-domestic wastewater from Rockwool at the Charles Town’s main
    wastewater treatment plant for ultimate treatment and discharge through Outlet
    001 to Evitt’s Run, a tributary Shenandoah River of the Potomac River. T
    he
    terms and conditions imposed in the permit shall ensure that the discharge will
    not cause interference with POTW operations, pass-through the POTW and result
    in effluent limitation violations or receiving stream degradation, or adversely
    impact POTW sludge disposal.

    On the basis of review of the application, the "Water Pollution
    Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative
    Rules," the State of West Virginia will act on the above application.

    Any interested person may submit written comments on the draft permit
    modification and may request a public hearing by addressing such to the
    Director of the Division of Water and Waste Management within 30 days of the
    date of the public notice. Such comments or requests should be addressed to:

    The public comment period begins November 7, 2018 and ends December
    20, 2018.


    Notice of Public Hearing
    A public hearing has scheduled for the City of Charles Town, Charles
    Town, WV 25414 (WV0022349). The purpose of this hearing is to take additional
    comments on the draft permit modification regarding the City of Charles Town’s
    request to accept non-domestic wastewater from ROCKWOOL.
    The hearing has been scheduled to begin at 6:00 P.M. and end no later than 8:00
    P.M. on Monday, December 10, 2018 at the:
    Ranson Civic Center
    431 West 2nd Avenue
    Ranson, WV 26456
    Oral and written comments will be accepted at the hearing. After the public
    hearing, the written comment period will close on December 20, 2018.


    Comments received within this period will be considered prior to
    acting on the permit modification application. Correspondence should include
    the name, address and the telephone number of the writer and a concise
    statement of the nature of the issues raised. Interested persons may contact
    the public information office to obtain further information.

    The application, draft permit modification and any required fact
    sheet may be inspected, by appointment, at the Division of Water and Waste
    Management Public Information Office, at 601 57th Street SE, Charleston, WV,
    between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may
    be obtained from the Division at a nominal cost.
