Throwing out his trash?
Looking for fishing bait?
Dropped his contact?
Getting a breath of Mountain Air?

He's LSI
(Litter Scene Investigation)
I suggested someone call the letter recipient's case worker, but LSI convinced me to smudge all the incriminating evidence and turn over the information to the DNR. Officer White may be able to ask Mr. X why his correspondence was found in garbage and construction debris on DNR property.
This ONLY 9 days after we picked up a commode, wire insulation and other debris from the exact same spot across from the storage sheds on Mission Rd:(.

Well....you see....it's like this.....
Now it all started two Thanksgivings ago, was on - two years ago on
Thanksgiving, when my friend and I went up to visit Alice at the
restaurant, but Alice doesn't live in the restaurant, she lives in the
church nearby the restaurant, in the bell-tower, with her husband Ray and
Fasha the dog. And livin' in the bell tower like that, they got a lot of
room downstairs where the pews used to be in. Havin' all that room,
seein' as how they took out all the pews, they decided that they didn't
have to take out their garbage for a long time.
We got up there, we found all the garbage in there, and we decided it'd be
a friendly gesture for us to take the garbage down to the city dump. So
we took the half a ton of garbage, put it in the back of a red VW
microbus, took shovels and rakes and implements of destruction and headed
on toward the city dump.
Well we got there and there was a big sign and a chain across across the
dump saying, "Closed on Thanksgiving." And we had never heard of a dump
closed on Thanksgiving before, and with tears in our eyes we drove off
into the sunset looking for another place to put the garbage.
We didn't find one. Until we came to a side road, and off the side of the
side road there was another fifteen foot cliff and at the bottom of the
cliff there was another pile of garbage. And we decided that one big pile
is better than two little piles, and rather than bring that one up we
decided to throw our's down.
That's what we did, and drove back to the church, had a thanksgiving
dinner that couldn't be beat, went to sleep and didn't get up until the
next morning, when we got a phone call from officer Obie. He said, "Kid,
we found your name on an envelope at the bottom of a half a ton of
garbage, and just wanted to know if you had any information about it." And
I said, "Yes, sir, Officer Obie, I cannot tell a lie, I put that envelope
under that garbage."
And that's what happened.
Another commode, eh? Why is it people feel the need to dump their trash, let alone their commodes on this beautiful property???
Grrrrrrr!!!!

Grrrrrrr!!!!
Because they didn't want to mess up their own beautiful property...
There's no toilet there, yet. But I admit I'd like to go get some pictures of this guy's house. It's actually a Charles Town address.

"stuff" ain't no body's problem but the owners, now "garbage" thats another thing. It draws critters, and critters cause all kinds of problems.
and I've seen worse than that tiny bit. that right there is nothing.

You know, this guy's an idiot.
Who the hell litters items with their name and address on them?
I, on the other hand, limit my littering to Aquafina bottles full of my own urine. It's a long drive home sometimes.

But leaving your "calling card" (name) in the trash seems to fit the stupidity of the act, don't you think?
I always thought people were just throwing out bottles of gingerale City!!

what happens when your trash being scattered isn't your fault? i've got a raccoon and whatever else animal problem. everynight, i take out the trash because i don't want to stink up the house and every morning i'm out at the end of our driveway picking up the stinkin' trash that was left all around our driveway street etc....etc.
i have lids and stuff that lock and it doesn't help. does anyone know of another way to keep them away?

We paid a deposit to AVW for one of their big red wheelie-cans. The lid on that sucker is HEAVY -- so heavy that if any raccoon can lift it, I don't want to meet him in a dark (or any other kind of) alley.
We don't lock the thing and have never had an issue.
Ya, and good can with a locking lid can keep the critters out. I hear you can spray some bleach around too to discourage them trying.

Locking lids weren't enough for us, we ended up getting big black rubber bungee things from home depot that strap the lid down. I'm pretty sure that is what they are actually made for, but probably not what they are actually called... ;)

My SIL had the same problem.
They did the bungee cord thing and the little tards still figured it out.
She has since found these really awesome cans that have bungee lock things attached to the lid and the side of the can...It's a little odd looking but they work. She was amazed. Didn't think it would since she had already tried everyhting else.
I think she said she got them at depot of the casa.

He's been contacted and has said he'll investigate. We can only hope the result is something like
