I almost posted this to Humor, because it's clearly a massive FAIL. But as the guy murmurs "uh-oh" at about 0:14, the little girl goes running at 0:27 (before the adults), and the high tension wires go flailing around, it really tends to touch a much deeper emotion than humor.
Note that high voltage lines like this usually auto-reset. i.e., although they will explode and go dead at once, they are designed to try the circuit again several seconds later, at which time they will come alive again. Never approach a downed power line, even if it seems completely dead.
