In theory I agree with this statement and believe that evry department should have a truck or tower at it's disposal. The problem being that they are often VERY cost prohibitive running anywhere from $500K for decent used straight Aerial up to $1.25Million (Leesburgs 2007 Seagrave Tiller). Most departments who have ladder trucks usually outfit them to run as first due on rescue and paramedic calls reducing the need to have a dedicated rescue or squad. The problem BRMVFC would face is that they already have staffing problems and cannot get engines (four man minimum) out on fire calls and instead can only run the tanker which is a two man unit.
The other issue is that it requires a special bay within the firehouse that is longer and taller with a 12' tall door to house a ladder truck, which neither the main or substation currently have. This would require an addition to one of the structures or the construction of a new station just to house the new piece of apparatus.
