What happened in front of BRE this afternoon?

We were on our way down to Leesburg to see KC and The Sunshine Band and when we got up to BRE the fire department was rerouting our VA bound lane through the school's parking lot while they were putting sand down on a big spot in the road to soak up fluids. The other lane was allowed to come through freely.

a truck had spilled driveway sealer and they where trying to soak it up so no one else got it all over there tires. the more the guys tried to scoop it up the more it spread.
