The news article is self-explanatory, almost. Ms Worby was the wife of Governor Gaston Caperton. They have since divorced. Herb Russell ran for State Senator and had apparently won the Primary Election, when a residency technicality disqualified him from the ticket. Unfortunately, illiteracy remains a MAJOR problem in our Country and State.
